| Program Overview |
During the last seven years, the Department of Water
Resources (DWR) has implemented, through its Conjunctive Water Management
Program (CWMP), several integrated programs to improve the management
of groundwater resources in California. Such improvements cover many
facets of the groundwater management spectrum, including developing
a basic understanding of an individual groundwater basin, identifying
basin management strategies for objectives, planning and conducting
groundwater studies, and designing and construction specific projects.
The goal of CWMP is to increase water supply reliability statewide
through planned, coordinated management and use of groundwater and
surface water resources.

Groundwater
Storage and Recharge Programs
Financial assistance is available to local public agencies with groundwater
monitoring, storage, and recharge project proposals. Current programs
include the AB
303-Local Groundwater Management Assistance Act (4.3 MB pdf), Proposition
13-Groundwater Storage Construction Grants (3.3 MB pdf). A summary of highlights
from DPLA's groundwater financial assistance programs and local assistance
activity is included in the Progam Update.

Local,
State, Federal Agency Coordination
As a CALFED agency, DWR is working with the
federal government, local agencies, and public interest stakeholder
groups to ensure water supply reliability, water quality, and ecosystem
restoration now, and for the future.

Conjunctive
Use Partnerships with Local Agencies
The CWMB of DPLA has partnered with 24 local agency groups. The agency
groups have been awarded $30 million of the Water Bond 2000 (Proposition
13) funds and $7 million of Local Groundwater Management Assistance
Act.

Regional Coordination and Planning
Studies
Basin assessment, project feasibility studies, and stakeholder assessment
activities are ongoing. DPLA provides technical and financial assistance
to 30 Local agency partners who have executed MOU's with DPLA to study
groundwater basins and assess opportunities for conjunctive water
management. Toward that end DPLA has also combined multiple versions
of the Integrated Groundwater and Surface Water Model (IGSM) into
a single version. The model program code has been updated to incorporate
the results of a technical review. A new version, called IWFM
was released in September 2005 by the Bay-Delta Office. |

Governor's
Drought Program
Because potential critical water shortages may severely impact the
health, welfare, and economy of California, the Governor's Drought
Program was formulated to address the impacts of critical water shortages.
Funding of $5.5 million was provided in fiscal year 2001-02 to the
Governor's Drought Program. That funding supported development of
an Environmental Impact Report for the Critical Water Shortage Reduction
Purchase Program, to provide assistance to rural homeowners and small
domestic water systems, for the installation of monitoring wells,
and to provide financial assistance to local agencies for the development
of integrated water management plans.
