 Financial Assistance Programs

3dimensional dollar sigh with shadow

DWR reviews proposals and distributes grant funds and low-interest loans for local groundwater management and monitoring programs. Division of Planning and Local Assistance's Grants and Loans website provides more information about these financial assistance programs including applications, workshops, lists and maps of awarded grants, and contacts.
  • AB 303 Local Groundwater Assistance Funds
The goal of the Local Groundwater Management Assistance Act of 2000 (Assembly Bill 303) is to help local agencies better understand how to manage groundwater resources effectively to ensure the safe production, quality, and storage of groundwater in the State. Eligible projects include groundwater studies, groundwater monitoring, and groundwater basin management.

  • Proposition 13 Grants and Loans
The Groundwater Storage Program of the Bond Law (Section 79170 et seq.) authorizes DWR to provide grants to local agencies, and/or other applicants in partnership with local agencies, for feasibility studies and projects that enhance conjunctive management of surface water and groundwater. Conjunctive use and expanded groundwater storage capacity are essential elements of the program.

The Groundwater Recharge Program of the Bond Law (Section 79161 et seq.) authorizes DWR to provide loans to local agencies for projects that enhance groundwater recharge. This loan program is intended to help fund groundwater recharge projects designed to construct, expand, renovate, or restructure facilities used for the purpose of groundwater recharge and to acquire additional land for recharge facilities.
