"Past droughts have demonstrated that the water users affected the earliest and to the greatest extent by dry conditions are small water systems and individuals relying on marginal groundwater sources. These small water users bore the brunt of the actual public health and safety impacts - lack of water for domestic, sanitation, and firefighting purposes - felt during recent droughts." Drought Assistance Program
Our programs implement the recommendations of the Governor's Advisory Drought Planning Panel, by assisting local agencies in improving groundwater management, educating private well owners in rural counties, providing technical assistance to small water systems, and assisting water districts and local governments in development of integrated water management plans.

California Rural Water Association - DWR Partnership
California Rural Water Association (CRWA) and DWR are partners in an effort to provide education and training for small water systems and their communities to plan and secure a more reliable water source. CRWA, an affiliate of the National Rural Water Association, is a nonprofit organization of rural water and wastewater systems serving small communities. Through a partnership with DWR, CRWA is developing and implementing a drought preparedness program to lessen the effects of drought on these small systems. The program includes: guidebook for emergency/disaster response plans as well as assistance in preparing response plans, drought preparedness training workshops, resource library and website, and technical assistance on water conservation and proper well construction.
